Janice Bagby Obituary

Janice Marceline Locey Bagby, born January 21, 1939, the daughter of the late Donald and Virginia Locey of Proctorville, OH, passed away on Wednesday, April 6, 2016 peacefully in her home in Morgantown comforted by her children after a courageous battle with cancer. Janice graduated Salutatorian of Fairland High School, class of '57, and Cum Laude from Marshall University in 1963. She earned her Master's degree from Marshall University in 1969 and anEd.D from West Virginia University in 1973. She started her teaching career in 1963 at Annapolis Junior High School. From 1964 to 1969 she taught at West Jr. High and Warren Western Reserve High School in Ohio. From 1971 to 1975 she was an adjunct professor with Penn State University and at Potomac State College in 1989. She also taught overseas at Taiwan Normal University and Tamkang University in Taipei, Taiwan and Tianjin University in Tianjin, China.She began her long career in the Preston County school system in 1978, teaching Gifted education until 1988 and Spanish from 1988 until her retirement in 2005. She remained a substitute teacher in Monongalia County until 2015. Janice was an accomplished scholar and teacher becoming a member of Phi Alpha Theta, history honorary, Sigma Delta Pi, Spanish honorary, Kappa Delta Pi, education honorary as well as being a member of the West Virginia Teachers of the Gifted, National Council for the Social Studies, and WVEA.She was also an active member of many civic groups including the Campus Club of W.V.U., league of Women Voters, American Association of University Women, Women's International League for Peace and Freedom, American Civil Liberties Union, Sierra club, and Arthurdale Heritage. She was a member of Wesley United Methodist Church since 1969. She was also a member of the National Society of the Daughters of the American Revolution and the Order of the Eastern Star. Janice met her husband on the campus of Marshall University and married the love of her life, Dr. Wesley M. Bagby, III on March 29, 1969. The traveled to Africa on a safari for their honeymoon where Janice caught the "travel bug" and she later travelled to Taiwan, China, Vietnam, Mexico, Spain, Scotland, England, Ireland, South America, the Caribbean, and Europe. She also went on numerous train trips and tours across America. Janice was the youngest daughter of the late Donald and Virginia Locey of Proctorville, Ohio. she is survived by her sister, Phyllis Anne Locey her son, Wesley Marvin Bagby IVson, Steven Donald Bagby of Johnson City, Tennessee her grandson, Zeek Carson Bagby also of Johnson City, Tennessee niece, Vickie Lynn Galloway and great nephew Shane Galloway, both of Cincinnati, Ohio. She was preceded in death by her parents her husband Dr. Wesley M. Bagby IIIher sister Glenna Locey Smith and brother-in-law Charles "Bud" Smith and her brother Ivan "Gene" Locey. Janice was a beautiful, intelligent, hard working, and dedicated wife and mother with a wonderful smile and a contagious sense of humor that would light up the room. Her devoted love and support will forever be deeply missed by her family. Heaven will be a better place for having her. A special thanks to the many who helped support and care for her with their concern, kindness, thoughts, and prayers, especially the truly wonderful members of the Campus Club of W.V.U. A celebration of her life will be held at Wesley United Methodist Church on Friday, April 15, 2016 at6 p.m. Visitation will begin at 5 p.m. In lieu of flowers, donations may be made to Animal Friends of Morgantown.
